Versatile and cost-efficient locking system for all city premises
About the customer
Savonlinna is a city in Eastern Finland, with a population of more than 31,000 people. Properties in the region include the city hall, various municipal buildings, schools, daycare centers, libraries and museums.
About the project
The city was facing access challenges with their old mechanical system. Whenever new keys were added, the lock system had to be completely reconfigured because there was no room for more keys. And, to maintain security levels if keys were lost, it was sometimes necessary to replace the entire locking system. The city looked towards a digital locking solution to solve their challenges.
The solution
In 2020, around 400 locks in the city hall were replaced with iLOQ key-based digital locking solution. Since then, the number of locks replaced has grown to approximately 1500. The locking solution was further expanded with the addition of iLOQ’s keyless mobile access solution. About 90 key tube locks have been in various buildings. This provides quick access to properties for 3rd-party service providers in cases of emergency.
iLOQ’s solution is also ideal for residential properties in Savonlinna. City-owned Savonlinna Vuokratalot Oy manages 100 buildings which contain around 2000 rental apartments. 1300 locks have currently been replaced with iLOQ’s solution. The goal is to gradually update the entire property stack of around 5000 locks.

One key is all that is needed
Instead of having to carry around a huge bunch of keys, just one iLOQ digital key provides access to all the necessary buildings and for various functions. iLOQ’s keys even allow secure printing in the city hall.
Remote programming
Access rights can be remotely programmed to iLOQ’s keys and updated in real time as needs change. There is no need to travel to unlock doors, for example, for local contractors working on a temporary basis. This saves time, money and impact on the environment.
Security and cost efficiency through enhanced key management
Locking system administrators know exactly who has access to which locks and when. If a key is lost or stolen, it can be remotely blocked. There’s no need to rekey the locks or change the entire system which reduces costs. When an employee leaves the city service, their key can be deactivated and reprogrammed which enhances security and sustainability. Access logs can be provided to authorities to help solve or prevent instances of misuse.
Time-limited access
Locks and access rights can be programmed so that shared facilities, such as the sauna, can only be accessed at specific times.
